  • Chop scallion and pepper. Mince ginger and garlic.
  • Place oil, scallion, pepper, ginger, garlic, molasses, thyme, allspice, cardamom, chili powder, and salt in a food processor or blender and puree.
  • Transfer 1/2 cup of the mixture to slow cooker; reserve remaining mixture.
  • Add chicken to slow cooker and coat evenly with scallion mixture. Cover and cook until chicken is tender, about 4- 6 hours on low setting.
  • Position oven rack 10 inches (25 cm) from broiler and start broiler. Place a wire rack in a foil-lined baking sheet and coat with vegetable cooking spray.
  • Transfer chicken onto rack. Brush chicken with half of the reserved scallion mixture and broil until crispy, about 10 minutes. Flip chicken over, brush with scallion mixture, and continue to broil until lightly charred and crispy on other side, about 10 minutes.
  • Serve with lime wedges.
